Russia vote watchdog head detained before election (Reuters)

MOSCOW (Reuters) ? Russian customs officers held the director of an independent election watchdog for 12 hours at a Moscow airport on Saturday and seized her laptop computer in what the group said was an attempt to stop it monitoring Sunday's parliamentary election.

Liliya Shibanova, executive director of Western-funded group Golos, was detained at Sheremetyevo airport after returning from abroad for the election, which Vladimir Putin's United Russia party is likely to win with a reduced majority.

"The pressure on Golos and its leaders (is) an attempt to block their activities involving independent public monitoring of the election," said a lawyer for Golos, Ramid Akhmetgaliyev.

Campaigning ended on Friday but election posters were allowed on Saturday far away from polling stations if they had been posted earlier. Moscow neighbourhoods were dotted with United Russia posters, but other parties' posters had gone.

Opposition parties say they expect voting irregularities on Sunday as part of efforts to boost United Russia's result, and complain the ruling party had more air time during the campaign.

Speaking to reporters after she surrendered her computer and let go, Shibanova said she had been told she "allegedly had very dangerous software on her laptop."

A Moscow court ruled late on Friday that Golos had violated a ban on the publication of opinion poll results within five days of the election to the State Duma lower house.

A leading expert with Golos, Alexander Kynev, said Shibanova's detention and the court case amounted to "a coordinated operation" against the group and added: "I am convinced that these are actions of government authorities."

Golos and its lawyers said they would appeal against the court decision, which came with a 30,000-rouble ($970) fine. They said Golos had published allegations of campaign violations, not opinion poll results.

Prime Minister Putin has accused foreign countries of meddling in the preparations for the election -- and for a March presidential vote he is expected to win -- by funding organisations in Russia.

The U.S. government issued a statement on Friday condemning the court ruling against Golos and "what appears to be a pattern of harassment directed against this organization."

Russian lawmakers had earlier objected to Golos' foreign financing and urged it to stop vote monitoring.

Golos, a non-profit organisation, has a hotline for electoral violation allegations and an interactive map showing more than 5,500 reported violations linked to Sunday's vote.

It acknowledges it is funded from Europe and the United States, saying this helps it remain objective.

PUTIN SAYS WEST MEDDLING

During his 2000-2008 presidency, Putin repeatedly accused the West of seeking to weaken Russia and of meddling in its affairs, including by funding non-governmental organisations meant to strengthen democracy.

Formally launching his bid to return to the Kremlin next year by accepting United Russia's nomination at a party congress last Sunday, Putin reiterated these accusations.

He said "representatives of some foreign countries are gathering those they are paying money to, so-called grant recipients, to instruct them and assign work in order to influence the election campaign in our country themselves."

He said any such activity was a "wasted effort" because Russians would reject foreign-funded politicians.

Russia's NTV television broadcast a film on Friday that portrayed Golos as a dishonest group working for U.S. cash and alleged that the Swedish embassy in Moscow had been teaching students to use social networks to organise mass protests.

The Swedish embassy issued a statement rejecting the allegations and dismissing suggestions one of its staff had been spying.

Critics in Russia and the West accuse Putin of curtailing democracy through a series of electoral reforms during his presidency, which coincided with an oil-fueled economic boom.

His announcement in September of plans to swap jobs with President Dmitry Medevedev upset some Russians who saw it as a back-room deal agreed with no regard for voters. Putin, 59, could be in power until 2024 if he wins two more terms.

If United Russia, which has dominated the State Duma lower house since 2003, does not retain its two-thirds majority, the biggest gainers could be the Communist Party, which is likely to remain the second biggest force. Vladimir Zhirinovsky's nationalist LDPR also hopes to gain votes from United Russia.

Medvedev, who is leading United Russia into the election, also criticised the West on Saturday, urging Russia's chief prosecutor to study ways to bring to justice foreigners who abuse children they adopted in Russia.

Russia's children's rights commissioner, Pavel Astakhov, said on Friday the United States had "inexcusably" failed to inform Moscow for years about the 2005 death of a Russian-born toddler adopted by an American couple.

The 'cheapest' primary in a decade: 5 theories (The Week)

New York ? Confounding expectations, GOP candidates have spent considerably less so far than their counterparts in the last several presidential races. Why?

The 2012 presidential election is expected to be the most expensive ever: The Center for Responsive Politics forecasts that an astonishing $6 billion will be spent. President Obama is aiming to raise $1 billion, his GOP rival will surely try to match him, and ? thanks to loosened campaign-finance rules ? outside groups' spending on campaign ads could reach record levels. Odd, then, that so far, the GOP race has been "one of the cheapest primaries in more than a decade," Bloomberg reports. The top nine Republican candidates spent just $53 million through September, versus $132 million in the same period four years ago. What's going on? Here, five theories:

1. The glut of debates gives candidates free advertising
The candidates grouse about the grueling debate schedule, but it's the 11 televised face-offs that "have made this the cheapest Republican primary season since 1996," says Don Surber in the Charleston, W.V., Daily Mail. The much-watched debates have been great for most of the candidates ? sorry, Rick Perry ? by allowing cash-strapped contenders like Newt Gingrich and Herman Cain to rise to the top while helping "Mitt Romney conserve all that cash he has." With this much "free airtime" from the TV networks, who needs to pay for ads?

SEE MORE: Have Republicans 'gone off the rails' by endorsing waterboarding?

?

2. Viral web videos are cheaper and better than TV ads
The "profusion of 'web ads' being put out by the campaigns" has slashed expenses, says Jazz Shaw at?Hot Air. The cost of producing ads was always far less than paying TV stations to air them, so free web distribution is a boon. And since people choose to watch them, says Ann Althouse at her blog, these viral web ads will "become more important than those paid ads on television." Bonus: If a web video is "flamboyant" or bizarre enough, adds Shaw, cable news shows replay it "in endless loops to the target audience" that the campaigns want to reach.?

3. Social media has streamlined campaigning
The campaigns are getting smart about using new, "free resources like Twitter and Facebook to get some buzz going,"?says Shaw at?Hot Air. The rise of social media has also changed how campaigns spend by giving candidates "greater opportunity to connect with voters electronically and build databases of potential donors and volunteers without investing large amounts of time on the ground," says Jeff Zeleny in The New York Times.

SEE MORE: The 'disgraceful' CBS debate: Did the network mess up?

?

4. Fox News has replaced costly retail politics
The biggest change in this election cycle has been the death of traditional meet-and-greet retail politics, says Zeleny in The New York Times. Why should candidates spend time and money to visit Iowa and New Hampshire voters when "it's like a town hall every day on Fox News," says Gov. Sam Brownback (R-Kan.). The "Fox News effect" can be seen in the numbers: The network has interviewed Cain 63 times since he entered the race, and Gingrich has made 52 appearances.

5. The candidates are hoarding their cash for Obama
Leave it to tightfisted Republicans to slash their campaign spending during a recession, says Libby Spencer at?The Impolitic. But don't worry: "This is just the pre-game show." While some candidates, like Gingrich, don't have the cash to run ads now, wealthy ones like Romney and Perry are just keeping their powder dry. Once the GOP settles on a nominee, that candidate and allied political-action groups will "unleash a tsunami of cash to defeat Obama."

Syracuse's Boeheim not worried about job status (AP)

SYRACUSE, N.Y. ? After his Syracuse Orange had run away to another victory, men's basketball coach Jim Boeheim turned his focus to a far more important matter.

Boeheim said Tuesday that "what happened on my watch" will be revealed once police complete their inquiry into child molestation accusations against his former longtime assistant.

"I never worried about my job status in 36 years," Boeheim said at his first postgame news conference since Bernie Fine was fired Sunday. "I do my job. What happened on my watch, we will see. When the investigation is done, we will find out what happened on my watch."

Advocates for sex abuse victims said Boeheim should resign or be fired for adamantly defending Fine and verbally disparaging two former Syracuse ball boys, two of the three men who have accused Fine of molesting them.

"Based on what I knew at that time, there were three investigations and nothing was corroborated," Boeheim said. "That was the basis for me saying what I said. I said what I knew at the time."

He said he didn't regret backing Fine when the allegations were first made public.

"I've been with him for 36 years, known him for 48 years, went to school with him," Boeheim said. "I think you owe a debt of allegiance and gratitude for what he did for the program. That's what my reaction was. So be it."

Fine has denied the allegations.

Boeheim received a standing ovation when he walked onto the court that bears his name for the game against Eastern Michigan that the Orange won, 84-48.

Boeheim said there's a misconception that he's bigger than the program because of his long tenure and great success. He has 863 career wins, fifth all-time in Division I.

"If I was gone today, this program would be fine. This program would do great," he said. "Ten years from now, this program will do great. This is not Jim Boeheim. This is Syracuse University's basketball program. It is not about me. It never has been about me."

Asked to comment on Boeheim's status earlier Tuesday, Syracuse University Chancellor Nancy Cantor said:

"Coach Boeheim is our coach. ... We're very pleased with what he said Sunday night, and we stand by it."

After initially saying Fine's first two accusers were lying to make money in the wake of the Penn State University child sex abuse scandal, Boeheim backed off those comments Sunday.

"What is most important is that this matter be fully investigated and that anyone with information be supported to come forward so that the truth can be found," Boeheim said in a statement. "I deeply regret any statements I made that might have inhibited that from occurring or been insensitive to victims of abuse."

One of the accusers, Bobby Davis, first contacted Syracuse police in 2002 regarding Fine, but there was no investigation because the statute of limitations had passed. Kevin Quinn, a Syracuse spokesman, said police did not inform the university of Davis' allegations then.

On Tuesday, Syracuse Police Chief Frank Fowler said Dennis DuVal, a former SU basketball player who was police chief in 2002, knew of the allegations against Fine.

Fowler said DuVal, who played for the Orange from 1972-74, was aware of Davis' accusations in 2002 that Fine sexually abused him.

Because Davis said the abuse stopped 12 years earlier, Syracuse Det. Doug Fox told him the statute of limitations had passed, meaning an arrest was not possible. Fox advised his supervisor in the abused persons unit, but didn't file a formal report. The detective is still with the department, but not in the same unit.

A phone message left with DuVal was not immediately returned.

Fowler said Syracuse police will change their procedures moving forward.

"I was not the chief in 2002 and I cannot change the procedures in place at that time or the way this matter was then handled," Fowler said in the statement. "But what I can and will do as chief today is ensure that moving forward all reports of sexual abuse are formally documented."

On Nov. 17, Davis' allegations resurfaced.

Davis, now 39, told ESPN that Fine molested him beginning in 1984 and that the sexual contact continued until he was around 27. A ball boy for six years, Davis said the abuse occurred at Fine's home, at Syracuse basketball facilities and on team road trips, including the 1987 Final Four. Davis' stepbrother, Mike Lang, 45, who also was a ball boy, told ESPN that Fine began molesting him while he was in the fifth or sixth grade.

Boeheim said during his news conference that ball boys have never traveled with the team.

A third accuser went public Sunday. Zach Tomaselli, who faces sexual assault charges in Maine involving a 14-year-old boy, said he told police last week that Fine molested him in 2002 in a Pittsburgh hotel room.

Now the U.S. Attorney's Office and the U.S. Secret Service have taken the lead in the Fine investigation.

Also Sunday, ESPN played an audiotape, obtained and recorded by Davis, of an October 2002 telephone conversation between him and Fine's wife, Laurie. ESPN said it hired a voice recognition expert to verify the voice on the tape and the network said it was determined to be that of Laurie Fine.

During the call to the woman, Davis repeatedly asks her what she knew about the alleged molestation and she says she knew "everything that went on."

On Tuesday night, Boeheim began his postgame news conference by reading a statement:

"It's hard to put everything into words," Boeheim said. "I thought a lot today about different things. I'm saddened in many ways by what's unfolded, and I'm looking forward to a time when we can talk and learn from what has happened.

"There is an important investigation going on, which I fully support, and I can't add anything to that by speaking more about that now," he said. "The investigation and all that we can learn from it is what is important."

Before the game, some fans offered their support for Boeheim.

"I feel sorry that he stuck up for a friend," said 40-year-old Mike Wong of Syracuse. "He was just sticking up for Bernie. He didn't understand the situation. I think the chancellor did the right thing."

"It's sad," added 29-year-old Michael Knowles of Syracuse. "We've all stuck up for a friend and then realized we shouldn't have. He (Boeheim) didn't do anything wrong."

Not everyone agrees.

In the last home game against Colgate 10 days ago, Fine's customary seat was left vacant, and players tapped it as a symbolic gesture in support of Fine. On Tuesday night, there was no empty seat.

And the Rev. Robert Hoatson, president of Road to Recovery, a group that supports victims of sexual abuse, was pushing for another empty seat.

"We want to keep saying that Jim Boeheim should resign or be fired," Hoatson said.

Philip Glass Will Appear At Occupy Lincoln Center

Philip Glass will occupy Lincoln Center.

At 10:30 p.m. on Dec. 1, Glass will appear as a part of a general assembly in the plaza and deliver a statement by mic-check. The assembly will engage in an "open conversation about the effects of increased privatization and corporatization of all aspects of society, and the use of nonviolent civil disobedience around the world to reclaim the commons," according to the Occupy Wall Street website.

Glass's opera "Satyagraha," which focuses on the story of Gandhi in his early years of non-violent protest in South America, is currently having a run at the Metropolitan Opera.

"The anti-war movements were empowered by Gandhi's history and our own," Glass wrote in a blog for The Huffington Post.

But for the Occupy organizers, the opera also underlines some of the ironies in performing such a piece at Lincoln Center, whose corporate sponsors include David Koch. Occupy protestors were supposed to march on Lincoln Center in mid-October, though only a few showed up on the night they were scheduled to protest.

"We see a glaring contradiction in ?Satyagraha? being performed at the Lincoln Center where in recent weeks protestors from Occupy Wall Street have been arrested and forcibly removed for exercising their First Amendment rights to peaceful public assembly," they wrote.

They go on to note that Bloomberg L.P. is one of Lincoln Center's major sponsors, calling out Mayor Bloomberg for his treatment of the Occupy movement.

"The juxtaposition is stark: while Bloomberg funds the representation of Gandhi's pioneering tactics of nonviolent civil disobedience in the Metropolitan Opera House, he simultaneously orders a paramilitary-style raid of the peaceful public occupation of Liberty Park, blacking out the media, while protestors are beaten, tear-gassed, and violently arrested," they wrote.

The Occupy movement does not yet have permission to protest on the Lincoln Center plaza, and some members have threatened to start a hunger strike if they do not receive permission, continuing the strike until they receive permission.

"In responding to the general frustration and sadness we feel, these "movements" have taken up once again these basic principles of activism and non-violence," Glass wrote of the Occupy movement. "We should be proud that the basic guarantees of free speech and assembly are at the core of our Constitution and Bill of Rights. Those who would deprive us of these "inalienable rights" are the real radicals."

4 surefire ways to slash rising ATM fees

4 surefire ways to slash rising ATM fees

Using ATM machine
Highlights
  • Community and online banks and credit unions are unlikely to begin charging higher fees.
  • Switching banks to avoid fees isn't always the answer. It can cost you.
  • Online banks typically reimburse you for out-of-network ATM charges.

It sounds like a familiar refrain, but some big banks are upping their ATM fees again.

These fees are aimed at folks who use outside ATMs. TD Bank now charges its customers $2 for withdrawals from ATMs outside its network. And HSBC has raised its fee from $2 to $2.50.

Keep this in mind: These are double-dose fees. They're added onto whatever the outside ATM owner charges. And these noncustomer fees reached record highs in 2011, according to the Bankrate 2011 Checking Survey. The average fee that banks charge noncustomers to use ATMs is $2.40.

These ATM fees also vary by locale. They're highest in Denver at $2.75. Seattle, San Diego and Houston also dinged ATM users with high fees. Cleveland charged the lowest fees: $2.06.

Behind this push are banks rooting around for more income. The Durbin Amendment (part of the Dodd-Frank Wall Street Reform and Consumer Protection Act) has taken effect, and it cuts bank interchange fees. These fees are charged to merchants for debit card payments. The result is that large banks could lose billions of dollars in income, so they're searching for ways to increase income by upping debit card or ATM fees.

To be sure, these higher ATM fees are avoidable, says Greg McBride, CFA, senior financial analyst at Bankrate.com. You can switch to community banks, credit unions or online banks that don't charge ATM fees and may not begin charging them because they're exempt from the Durbin Amendment, he says. Switching to cash, checks or credit cards also makes sense.

In addition, some banks lower fees for customers with large accounts or direct deposit. For example, HSBC USA reimburses Plus Banking customers for three withdrawals per month at outside ATMs. Bank reimbursement policies can vary, so it pays to read the fine print, McBride says.

"If you want to stay with your current bank, see how you can avoid fees," says Ed Mierzwinski, a consumer advocate at the U.S. Public Interest Research Group in Washington, D.C.

Still, switching banks to avoid fees isn't always the answer. Some customers with online banking or several accounts at one bank will find that getting disentangled is difficult. And switching also can cost you, including time spent finding a new account, Mierzwinski says.

So what's a consumer to do?

Here are four ways to avoid paying ATM fees.

Switch to a credit union. Because they are co-ops owned by depositors, credit unions usually charge fewer fees and they cost less -- even for using ATMs. Why? They rely on the 28,000-ATM Co-Op Network nationwide, which includes 5,500 7-Eleven stores. It's a surcharge-free system that's bigger than ones offered by Bank of America and JPMorgan Chase & Co.

You can even make deposits at some credit union ATMs, says Marsha Baker, who teaches consumer finance at Lindenwood University in St. Charles, Mo.

Get cash at grocery stores or drugstores. When making a purchase at a grocery store or drugstore, you can usually choose to also get cash. These withdrawals are free. Target and Wal-Mart stores also give you cash-back options.

Try online banks. Since they lack their own networks, online banks typically reimburse you for out-of-network charges. Others tap into large nationwide ATM networks that are bigger than what banks offer. For example, ING Direct banking customers can access the nation's largest surcharge-free network, Allpoint Network, which has 40,000 ATMs in 50 states. And Ally Bank reimburses customers who use any ATM nationwide. Charles Schwab also offers high-yield checking that reimburses you for ATM withdrawals made worldwide.

These days, some online banks let you download free smartphone apps for locating network ATMs. For example, ING Direct offers an ATM-finder app you can use to pinpoint any Allpoint ATM.

To counter growing bank fees, new resources are popping up. Take online financial services provider BankSimple. Still under development, its aim is helping you manage your money and bypassing bank fees. It also gives customers access to no-charge ATMs via Allpoint's network.

Plan out your cash needs. Taking out lots of cash at once also can help you budget better. With cash, you spend 10 percent to 15 percent less than with debit cards, says Baker. The trick is figuring out how much money you'll need a few days in advance.

Whichever method you opt for, avoiding out-of-network ATMs can save you big bucks over time.

Allstate dumps the unbundled

Allstate dumps the unbundled

By Jay MacDonald ·
Friday, December 2, 2011

Some Allstate home insurance customers are being shown the door by the "Good Hands" people for refusing to bundle their homeowners insurance and auto insurance policies.

Insurance Journal reports that Allstate recently informed some 45,000 North Carolina customers that it will not renew their homeowners insurance policies unless they also purchase commercial or private auto insurance coverage with the company by Dec. 15.

Allstate says the move will enable it to better serve its 400,000 in-state homeowners. Minus the unbundled, of course.

Robert Hunter, director of insurance for the Consumer Federation of America, says the "Good Hands" people are simply cherry-picking the more lucrative customers who bundle their home and auto with the company.

He may be right. Presumably, the company has made no similar moves to jettison auto policyholders who insure their homes with other carriers. After all, home insurance is where the big bucks live.

Insurance Journal reader reaction was mixed. A sampling:

  • "It is my belief that this action is a violation of more than (2) North Carolina insurance laws. First, it is considered an inducement … to buy their auto insurance through Allstate. Second, this action could be in violation of both North Carolina and federal 'Unfair Trade Practices.'"
  • "Next they will require a life insurance policy to write a homeowners."
  • "More carriers should follow their move across the entire country. If they did perhaps rates would level out and come down slightly."
  • "I think it is entirely fair that Allstate is doing this. I don't think it's fair that State Farm insures a person's home while they have their auto with Geico or Progressive, neither of whom sell home insurance, which is the most difficult to buy."

Insurance bundling continues to be a bewildering mess for consumers. It's opaque, driven by introductory offers that quickly evaporate, making it well-neigh impossible to compare rates. While most of us do bundle our home and auto coverage, many if not most would save on out-of-pocket premiums by unbundling. That said, trust and convenience factors convince the majority of us to bundle, even if we know we could pay less if we didn't.

That said, in my view it's one thing for an insurance company to offer a bundled "discount" and quite another to drop policyholders for refusing to bundle. While I'm sure it makes sense to the Allstate number-crunchers, I'm doubtful they factored in the potential brand damage from this poorly timed move.

Have you or someone you know been served with this arm-twist ultimatum from the "Good Hands" folks? I'd welcome your thoughts.

Should I tap my pension to buy a car?

Should I tap my pension to buy a car?

Tara Baukus MelloQuestionDear Driving for Dollars,
I am retiring in about six months, and I'm planning to buy a new car. There are several ways I can finance the purchase. I can pay cash from a savings account, use certificates of deposit that are maturing or borrow from my pension with an interest rate of 3.3 percent over five years. I'm thinking the pension is the best choice due to the interest rate. The loan will reduce my monthly payout, but it is not enough to affect my standard of living. What should I do?
-- Joanne Soon To Be Retired

AnswerDear Joanne,
Your smartest financial decision is the one that will cost you the least. Paying cash for a car will cost you the least because you won't pay any interest. But if the interest you are earning on that money currently in savings exceeds the interest rate you can get on a car loan, then financing the car can still put you ahead. This is true whether you use money from your savings account or the CDs that are maturing.

As far as borrowing from your pension when you retire, the 3.3 percent rate is a good rate, but interest rates on car loans are lower than they have been in recent years. If you have good credit, you may qualify for a similar rate through the automaker's lending arm or a credit union.

If you do opt to borrow from your pension, make sure you understand any tax implications from doing so as well as what that money is expected to earn in interest if you keep it in your pension fund. It's likely that it may be better financially to get a car loan elsewhere, even at slightly higher interest rate, and keep your pension fund intact.

Cheap Insurance Myth

The Cheap Insurance Myth
It was once widely known that cheap insurance was just that: cheap insurance. It did not cost much, but it also didn’t cover much. This is still true today in that you can find very inexpensive policies that don’t cover very much; however, don’t be fooled into thinking that all cheap insurance policies aren’t worth much.

Insurance companies are changing their insurance rates all the time. Sometimes they raise them when there have been a large number of claims, and sometimes they lower rates when they are looking to pick up more clients. What all of this amounts to is that a cheap policy might just represent a market shift or a change in the needs of a particular company. In other words, you must compare quotes and seek them out. Just make sure that the policy represents your needs well.
But, what if I don’t understand about buying insurance?
Most people shy away from dealing with insurance companies and insurance agents. It is often confusing and an unpleasant subject to face. In fact, almost 11 million households in the United States with children younger than 18 years-old have no individual life insurance whatsoever according to the research firm, LIMRA. The Insurance Information Institute says that things are not better on the renters’ side of insurance either. Approximately 57% of all renters do not own some type of renters insurance. Many people cite the lack of knowledge about the insurance industry and the products it provides to protect consumers as one of the main reasons for their lack of coverage. But, everyone can and should learn about insurance.

Bestinsurancequotes4u.com has the best insurance companies on our website to help you learn and decipher all of the industry jargon and answer all of your insurance-related questions so you purchase the exact type and amount of insurance that you need without overpaying. Is Kris Humphries Gay?!?

Based on a new tabloid report, perhaps Kim Kardashian should be the one claiming she was defrauded her her marriage to Kris Humphries.

Why? Because the basketball player is gay, people! Star Magazine makes that clear in its latest issue by quoting an anonymous source who shares this story from the couple's honeymoon:

Kris Humphries Star Magazine Cover

“One night she came back to their hotel room in a trench coat... She lit candles, put on some music and started doing a sexy striptease. But Kris barely looked up from the TV! He was like, ‘Later babe. I’m watching SportsCenter now.’”

Well... was Scott Van Pelt anchoring that edition? Because, come on, that dude is hilarious!

Khloe allegedly asked Kim if her husband was homosexual and Kim supposedly had to think about it after awhile because, this tabloid hilariously states, "there were signs."

A publicist for Humphries scoffs at this suggestion and has simply referred to the chatter as "completely false and ridiculous." But what do you think? Is Kris Humphries gay?

Strauss-Kahn opens up in new book (Reuters)

PARIS (Reuters) ? Former IMF chief Dominique Strauss-Kahn says his sexual encounter with a New York hotel maid was "consensual but stupid" and cost him his chance to be the next French president, according to a biography to be published on Thursday.

The book, written by Michel Taubmann who says Strauss-Kahn confided in him, covers sex scandals that have dogged the former French finance minister even after the U.S. assault case ended his career as IMF head and wrecked his chances of running in France's 2012 election.

"Nothing would have happened if I hadn't had this consensual, but stupid relationship with Nafissatou Diallo," Strauss-Kahn is quoted as saying in the book. "That day, I opened the door to all the other affairs."

Strauss-Kahn was arrested in New York on May 14 onboard a plane bound for Europe minutes before take-off and charged with attempting to rape Diallo.

Prosecutors eventually dropped all criminal charges, leaving him free to return to his native France. French prosecutors then ruled that a separate sexual assault complaint filed against Strauss-Kahn by a writer involved an incident that happened too long ago for legal action.

"I could have been in a position to be president," Strauss-Kahn is quoted as saying in the book. "Now, I'm no longer in that position, that's all."

He adds that he had an "uninhibited sex life" but says that was not unusual in political and business circles and that he had done nothing illegal.

The media furor around Strauss-Kahn has not stopped with the Diallo case. His name has appeared in media reports on a judicial probe into a prostitution ring in the north of France, known as the Carlton Affair.

That case involves a prostitution ring, discovered this year, that operated in the luxury Carlton Hotel in the city of Lille.

Strauss-Kahn last month asked to speak to investigators in the case to try to end the "dangerous and malicious insinuations."

"In the press, they link my name to prostitution. It's unbearable," he is quoted as saying in the book. "I did go to sex parties, it's true, but usually those who came to these soirees were not prostitutes."

92% Take Shelter

schizophrenia or prophecy? this is a hard film to score. its at least a 4 star film, and potentially 5, so ill go in between. it doesnt have a high re-watchability factor which is my only criticism, and that isnt really a criticism because its more a product of the material then the quality of the film. this is easily one of the best films of the year, and one of the better films in the past few years. shannon and chastain were both amazing in their roles, which for chastain amazes me because she has so little experience in film, and even the supporting players around them all added wonderful performances. the subject matter is as engaging as it gets, and as i hoped for through the entire film, things are not what they seem. beautiful direction by nichols, amazing cinematography for such a small scale story, and the material was handled with perfect care. nichols, shannon, and chastain probably all deserve oscar noms, and this is the type of soul stirring film that must be seen. i havent felt like this leaving a film since "a serious man".

Are banks to blame for climate change?

A report released by non-governmental groups at the climate talks in Durban, South Africa, said that major global banks bear responsibility for global warming by funding utilities and mining?companies?to build coal-fired power plants

Major global banks are exacerbating the fight against global warming by supplying power utilities and mining firms with ample funds to build coal-fired plants, according to a report released by non-governmental groups at the climate talks in Durban.

The study examined the portfolios of 93 major banks and found that coal financing supplied by those institutions to the coal industry totaled 232 billion euros ($309.4 billion) since 2005 when the Kyoto Protocol came into force.

"If banks provide money for these projects, they will wreck all attempts to limit global warming to 2 degrees Celsius," said?Heffa Schuecking of environmental think tank urgewald who worked on the report.

The Kyoto pact was set up to reduce greenhouse gases emitted by developed countries by an average of 5.2 percent below 1990 levels during the five-year period up to 2012.

At the same time many countries still invest in coal-fired plants, especially India and China, to supply their growing economies.

Among the top 20 banks listed in the report are institutions from the United States, the United Kingdom, Germany, France, Switzerland, China, Italy and Japan.

JP Morgan Chase, Citibank and Bank of America are the top three banks on the list.

"Between 2005 and 2010, coal financing almost doubled. If we don't take banks to task now, coal financing will continue to grow," said Tristen Taylor from environmental group Earthlife.

A 600 MW power plant costs around $2 billion to build, making it necessary for developers to rely heavily on banks to provide and mobilize the money they need.

The report argued that coal mining was harmful to natural landscapes, communities and water resources while coal-fired power plants are blamed for major emissions and waste.

Each new power plant is likely to add millions of tons of annual emissions of CO2 over the lifetime of these plants of 30-40 years.

Host of the climate talks South Africa is currently building two 4,800 MW coal-fired plants to meet fast-rising demand for power in Africa's biggest economy.

The country has big plans for rolling out renewable energy investments to cut its reliance on coal - now 85 percent of its energy mix - but this is likely to take years to materialize.

Many emerging countries have no option than fossil fuels and coal to power their development. For banks, the investments can be seen as practical projects to help finance growth.

South Africa has vast coal reserves and green energy is more challenging and costly to build on a meaningful scale, which means coal is likely to be part of the country's energy portfolio for some time to come.

State-owned power utility Eskom spews out some 225 million tons of CO2 each year.

The report urged banks to shift their portfolios towards renewable energy and energy efficiency projects and implement CO2 reduction goals for the emissions they help finance.

Fukushima residents tour German renewable village (AP)

FELDHEIM, Germany ? Residents of Fukushima, the radiation-stricken area around Japan's tsunami-hit nuclear reactors, are touring Germany to learn how renewable energy could work in their homeland.

Months after a March 11 earthquake and tsunami caused radiation leaks in Japan, the German government caved into popular protests to shutter its own nuclear reactors by 2020 and focus on expanding its network of wind, solar and other renewable energy sources.

Actor Taro Yamamoto, from Tokyo, accompanied the group of residents Wednesday. He said he hopes to motivate people in Japan to realize energy is not dependent on nuclear reactors.

The Japanese group toured a self-sustaining, energy-positive German village that relies entirely on renewables.
